If the tender is terminated because of the tenderer, the tenderer shall promptly return the fees charged for the prequalification documents or the tender documents。The bid inviter shall also promptly return the bid security and interest on deposit in the bank for the same period。

Except for force majeure reasons, the tenderer shall not terminate the tender without valid reasons after publishing the tender announcement, or issuing the invitation to bid, or selling the tender documents or pre-qualification documents。
