3. Bidder qualification requirements

Section 1:

1.The bidder shall have independent legal personality and valid business license;

2.The bidder shall have at the same time the municipal public engineering construction general contracting Level 3 and above qualification issued by the administrative competent department and the engineering design municipal industry (road engineering, drainage engineering) professional level B and above qualification issued by the administrative competent department，And have a valid safety production license，And in personnel, equipment, capital and other aspects of the corresponding design and construction capabilities;

3.The project manager to be dispatched shall be qualified as a registered construction engineer (excluding temporary construction engineer) of Grade II or above in the professional field of municipal engineering, and shall have valid production safety assessment certificate, and shall not be the project manager of other projects under construction;

4.The person in charge of the proposed design project shall have the certificate of registered Civil Engineer (road engineering) and the title of intermediate or above in related professional;

5.Bidder in the last three years (2020年度、2021年度、2022Annual) Good financial status (audit report issued by accounting firm or audit department is required), the newly established company shall be subject to the registration time;
